1. The applicant of the Creator Group should not yet have been registered as a company in Beijing, and the project itself will be the main body of entry.
2. Participants can apply and participate in the name of individuals or teams. All individuals or team members participating in the project should have obtained an educational degree overseas or have studied, worked, or started a business overseas for more than 1 year. They should not have returned to China for more than 10 years, and can only participate in one project.
3. The participant should be willing to start a business in Beijing and promise to land the project in Beijing in the form of a company within 1 year of receiving the award.
4. If the project is declared in the name of an individual, that individual should be the main founder of the landing company and the largest natural person shareholder, holding no less than 30% of shares.
5. For a project declared in the name of a team, the team can have no more than 5 individuals, and the team’s equity should account for no less than 50% of the total equity of the landing company.
6. The participating project must comply with the current laws and regulations, industrial policies and development plans in the city of Beijing. Participants should have independent intellectual property rights or key technologies related to products and technologies, have certain innovation, commercialization, and marketization potential, and have no intellectual property disputes.

1. The entry for the Growth Group should have already been incorporated in Beijing and the main body of the entry is the company itself.
2. Participants can apply and participate in the name of individuals or teams. All individuals or team members participating in the project should have obtained an educational degree overseas or have studied, worked, or started a business overseas for more than 1 year. They should not have returned to China for more than 10 years, and can only participate in one project.
3. The company must have been established less than 10 years ago, have a certain amount of sales revenue, and have a broad market prospect.
4. If the project is declared in the name of an individual, that individual should be the company’s main founder and the first natural person shareholder, holding no less than 30% of shares.
5. For a project declared in the name of a team, the team can have no more than 5 individuals, and the team should hold no less than 50% of the company's total equity.
6. The participating project must comply with the current laws and regulations, industrial policies and development plans in the city of Beijing. Participants should have independent intellectual property rights or key technologies related to products and technologies, have certain innovation, commercialization and marketization potential, and have no intellectual property disputes.
